On 12 May 2016, Verkhovna Rada of Ukraine appointed Lutsenko Yuriy Vitaliyovych to a position of the Prosecutor General of Ukraine. In order to do this, the Law of Ukraine “On Prosecution” was amended and the requirement for the Prosecutor General of Ukraine to have legal education was withdrawn. Draft Law on amendments to several legal acts of Ukraine regarding activity of the Prosecutor General’s Office of Ukraine was submitted to the Verkhovna Rada of Ukraine on 11 May 2016, and it was already on 12 May 2016 that the Law was voted for by the Verkhovna Rada, signed by the President of Ukraine and published in the official editorial which allowed to appoint Yuriy Lutsenko to the position of Prosecutor General on the same day. Such promptness with adoption of the Law by the Verkhovna Rada of Ukraine and its signing was unprecedented. Parliamentarians and media have many times stated that in the process of adoption of the above-mentioned draft law there was a violation of the Law of Ukraine “On the Rules of Procedure of the Verkhovna Rada of Ukraine”. In particular, Article 107 of the Law “On the Rules of Procedure of the Verkhovna Rada of Ukraine” reads that a draft law that was overturned or the draft law that repeats it in essence, cannot be put on agenda during the current or next after it special sessions of the Verkhovna Rada of Ukraine of one convocation. Overturned draft law shall be taken off the consideration with a relevant indication about it in the database of draft laws in the electronic computer network on the web-site of the Verkhovna Rada of Ukraine. Along with this, the draft law similar to the one voted for on 12 May 2016 was overturned on 10 May 2016.

In July 2017, media informed that Member of Parliament Oleg Lyashko filed an appeal to the Specialized Anti-Corruption Prosecutor’s Office regarding a crime committed during the appointment of Yuriy Lutsenko to the position. Press-service of the Specialized Anti-Corruption Prosecutor’s Office confirmed that based on that appeal criminal proceedings were initiated under part 2 of Article 364 of the Criminal Code of Ukraine (abuse of office or power causing severe consequences). Before being appointed to a position of the Prosecutor General, Yuriy Lutsenko within the period from 27 November 2014 to 12 May 2016 was Member of Parliament, Head of faction of the Party Block Petra Poroshenka in the Verkhovna Rada of Ukraine, member of the Committee of the Verkhovna Rada of Ukraine on Legislative Support of Law Enforcement. In 2014, Yuriy Lutsenko was appointed to the position of a contract consultant to the President of Ukraine Petro Poroshenko. According to the Presidential Decree No. 1026/2006 of 4 December 2006, Yuriy Lutsenko has also been on the position of consultant to the President of Ukraine Viktor Yushchenko.

According to the official biography, since 1994 Yuriy Lutsenko has been taking up following positions in state and local authorities:

1997-1998 – Ministry of Ukraine for Science and Technology, Deputy Minister

1998-1999 – Cabinet of Ministers of Ukraine, Assistant to the Prime-Minister of Ukraine 1999-2002 – Assistant-consultant to  Member of Parliament of Ukraine O.Moroz

1996-1998 – Secretary of the Political Council of Socialist Party of Ukraine

2002-2005 – Verkhovna Rada of Ukraine, Member of Parliament of Ukraine of 4th convocation, faction of Socialist Party of Ukraine. 2005-2006, 2007-2010 – Minister of Internal Affairs of Ukraine

In 2006, he established and became the head of the civil movement “People’s Self-Defense”. In 2007, he became the head of the electoral alliance “Our Ukraine-People’s Self-Defense”, then he became the Member of Parliament of Ukraine of 6th convocation.

In December 2010, he was arrested upon suspicion of a crime and was kept in custody until being sentenced on 27 February 2012. Then he had been serving his sentence until April 2013 when he was pardoned by the President of Ukraine Viktor Yanukovych. In May 2013, he announced the creation of the ultra-party movement the Initiative “Third Ukrainian Republic”.

On 27 August 2014, he was elected as the Head of the political party Block Petra Poroshenka. On 27 November 2014, he was elected as the head of the parliamentary faction of the party Block Petra Poroshenka, the Member of Parliament of Ukraine of 8th convocation.

By rulings of the Pechersk District Court of the city of Kyiv of 27 February 2012 and 17 August 2012, Yuriy Lutsenko was sentenced for crimes:

On 27 February 2012, he was found guilty of crimes under part 5 of Article 191 of the Criminal Code of Ukraine (appropriation, embezzlement of property or gaining possession of it by abuse of office) and part 3 of Article 365 of the Criminal Code of Ukraine (abuse of power or office by law enforcement authority, in wording before the Law No. 3207-VІ of 07.04.2011 came into force).

By absorbing a less severe penalty by a more severe one he was finally sentenced to four years of imprisonment with deprivation of the right to take positions connected with performing organizational, economic, and administrative functions in institutions, enterprises, organizations of all form of ownership for the term of three years with confiscation of all personal belongings and deprivation of the first rank of a civil servant. He was accused of the fact that when being on the position of the Minister of Internal Affairs he appointed to the position in the Ministry of Internal Affairs of Ukraine and assigned a rank to a person who in fact was performing the functions of his driver. 

On 17 August 2012,he was found guilty of committing a crime under part 1 of Article 367 of the Criminal Code of Ukraine and sentenced to two years of imprisonment with deprivation of the right to take positions connected with performing organizational, economic, and administrative functions in institutions, enterprises, organizations of all form of ownership for the term of three years. Period of arrest upon the court ruling of 27 February 2012 was taken into account by the court. Accusations were based on the fact that Yuriy Lutsenko allowed to continue special investigative measures against a person whose case should have been closed.

On 02 October 2012, the newspapaer Kommersant Ukraine published an interview with the Head of the PACE Monitoring Committee Andres Herkel, where he made an assumption that Yuriy Lutsenko was a political prisoner. 

On 03 July 2012, European Court of Human Rights recognized violation of Lutsenko’s rights by the state of Ukraine, confirmed that circumstances of the case have characteristics of political prosecution, obliged the state of Ukraine to pay Yuriy Lutsenko 15 000 (fifteen thousand) EUR for non-pecuniary damage.

By Decree of the President of Ukraine Viktor Yanukovych No.197/2013 of 7 April 2013 Yuriy Lutsenko was released from further service of his sentence.

Yuriy Lutsenko’s wife is Lutsenko Iryna StepanivnaMember of Parliament, Deputy Head of faction of the Block Petra Poroshenka party. On 03 May 2017, she was appointed to the position of Representative of the President of Ukraine in the Verkhovna Rada of Ukraine. Earlier Iryna Lutsenko was a co-founder of a number of legal entities, namely:

LLC "Ukrainian New Telecommunications"LLC "Bel Fem"LLC "Citi Connect" (previous name – LLC “Business Center “Lotos”), LLC "Gateway-Kharkiv Service LTD"LLC "Gateway-Kharkiv Service LTD" was liquidated in 2010. 

Part of LLC "Ukrainian New Telecommunications" was sold to Kulakov Valeriy Eduardovych, as of December 2017 the beneficiary owner of the enterprise was Mazepa Ihor Olexandrovych. 

 

In 2006, by the decree of the Ministry of Internal Affairs of Ukraine No. 763 of 13.09.2006, units of the Ministry that use cellular services of different operators were obliged to contract LLC “Ukrainian New Telecommunications”. At the moment when such a decree was issued Iryna Lutsenko was the Chief Financial Officer of LLC "Ukrainian New Telecommunications", which was confirmed by the co-owner of the company at that time, Olena Voskoboynikova. Decree was issued when Yuriy Lutsenko was the Minister of Internal Affairs. It was signed by the Deputy Minister of Internal Affairs Novikov Olexandr Vasylyovych, who was responsible for human resources management, training and internal security in the Ministry. Another Deputy Minister, Lidiya Porechkyna, was responsible for material and technical support of the Ministry of Internal Affairs.

LLC "BEL FEM"LLC "Citi Connect" (previous name  - LLC “Business-Center “Lotos”) as of December 2017 belong to Lutsenko Olexander Yuriyovych, son of Iryna and Yuriy Lutsenko. 

Types of economic activities of LLC “Citi Connect”, according to the information of the Unified State Register of Legal Entities, are “Complex servicing of facilities”, “Other passenger land transport”, “Provision of other individual services” (main), “Other facilitating activity in the sphere of transportation”, “Leasing and exploitation of own or leased real estate”, and “Real estate management on a fee or contract basis”. Enterprise owns a house at the address Kyiv city, 19.Tupolev Akademik st. According to media information, this is a business-center which premises are being rented out. LLC “Citi Connect” was also involved in a scandal connected with Lutsenkos family.

LLC “Citi Connect” provided apartments for rent at the address 32-B Esplanadna st. in the doentown Kyiv. Apartments belonged to Ryzhenko Svitlana Serhiivna

In 1999, Ryzhenko Svitlana Serhiivna worked together with Lutsenko Iryna in the Anti-Monopoly Committee of Ukraine. Later Svitlana Ryzhenko was a co-founder of LLC "Ukrainian New Telecommunications" together with Iryna Lutsenko (in 2011,)  and together with the father of Iryna Lutsenko Stepan Narembik (in 2009)According to her own words, she was only an employee of this enterprise. In 2009, Svitlana Ryzhenko bought eight apartments in downtown Kyiv at the address 32-B Esplanadna st. and became the co-founder of association of co-owners of an apartment building "Esplanadna 32-B". Along with this, journalists found out that despite she owns realty in Kyiv, Svitlana Ryzhenko lives in a modest house in the village Zazymia of Kyiv region, and rents out apartments in Kyiv through  LLC "Busines Center “Lotos”. After publication of information about Svitlana’s ownership of apartments, she sold them to the Member of Parliament Hlib Zahorii. In October 2016 Hlib Zahorii said that in 2009 Svitlana Ryzhenko bought apartments for money that she borrowed from him. Later she could not return debt and they agreed that the realty will be transferred into ownership of Zahorii at the cost estimated taking into account the conducted repair works. 

According to the information from the website of the National Anti-Corruption Bureau, on 26 October 2016 NABU initiated an informational and analytical inspection of mentioned information on the subject of possible corruption offence (assumption that the final beneficiary of income from commercial realty at the mentioned address may be the son of the Prosecutor General of Ukraine Yuriy Lutsenko, Olexander). Along with this, the agency pointed out that a person is considered innocent in committing a crime and cannot face criminal charges until his or her guilt is legally proven. 

Income Declaration of Yuriy Lutsenko for 2016 indicates that Yuriy Lutsenko together with his wife has ownership rights to use a residential house with a total area of 859 square meters in the village Stoyanka near Kyiv. A house belongs to Narembik Stepan Vasylyovych, according to media information, he is the father of Iryna Stepanivna Lutsenko. Narembik Stepan Vasylyovych was a co-founder of legal entities: LLC "CITI Connect"Limited liability company "Ukrainian New Telecommunications", shares in which he gave to Iryna Lutsenko. According to media information, from 1996 to 2007 Stepan Narembik was the head of JSC “Dubnovantazhtrans” (renamed to PJSC "Dakor West").

According to the information of NABU press-service, based on the decision of Solomyanskiy district court of Kyiv in the case No. 760/15878/17 upon the appeal of the former Deputy Prosecutor General of Ukraine Renat Kuzmin, National Anti-Corruption Bureau of Ukraine initiated criminal proceedings upon the fact of illegal enrichment of Yuriy Lutsenko (Article 368-2 of the Criminal Code of Ukraine). 

Yuriy Lutsenko’s brother is Lutsenko Serhiy Vitaliyovych. In the period from 06 September 2012 to 12 December 2012 Serhiy Lutsenko was  Member of Parliament from the Block “Our Ukraine – People’s Self-Defense”.

Serhiy Lutsenko is the owner of shares in a number of legal entities: LLC "International Investment Center Genesis"LLC "Zimex" (liquidated), Agricultural Production Cooperative "Info-center"LLC "Privatexpress" (in the stage of liquidation).

LLC "International Investment Center Genesis" is registered at the address 03084, Kyiv, Koncha-Zaspa, Stolychne avenue, 27 km. Subsidiary enterprise “Clinical Sanatorium “October” of “Ukrprofozdorovnytsia” LTD is registered at the same address. The co-founder of LLC “International Investment Center Genesis” together with Serhiy Lutsenko is Mohammad Rokai. The same Mohammad Rokai is the co-founder of LLC "Medical Center "Aryana Medical Top Group" (main type of economic activity – “Activity of medical establishments”), LLC "Expert group Favorite", LLC "Antares-Invest".
