National Anti-Corruption Bureau of Ukraine investigates a criminal proceeding No.52015000000000010 of 11.12.2015 initiated under part 1 of Article 255, part 5 of Article 368, part 3 of Article 209 of the Criminal Code of Ukraine.

The case concerns the fact that in December 2013 SE “Eastern GOK”  conducted a tender to select suppliers of oxide concentrate with violations . The contract was awarded to Steuermann Investitions- und Handelsgesellschaft GmbH (STEUERMANN), associated with the former Member of Parliament of Ukraine Mykola Martynenko. Along with this STEUERMANN is not the producer of concentrate and did not have the means to transport it. Later STEUERMANN, represented by the director of this company Wolfgang Eiberger, concluded contracts with Kazakh company Stepnogirsk Mining and Chemical Works (hereinafter - SMCW). According to these contracts SMCW had to supply for SE “EasternGOK” the same uranium concentrate and on the same terms that STEUERMANN offered to SE “Eastern GOK”. SMCW executed such deliveries in full, however, at the price lower, than those of STEUERMANN by 17,28 mln USD (at the exchange rate of the National Bank of Ukraine 462,95 mln UAH). Thus, SE “Eastern GOK” incurred excessive expenditures during 2014-2016 in the amount 17,28 mln USD.

Based on the results of investigative actions, it was established that the income received by STEUERMANN Investitions- und Handelsgesellschaft mbH, was transferred to a British company  ADTECH CONSULTING LIMITED. Former director of ADTECH CONSULTING LIMITED  Eduard Astapov was the project manager on modernization in the SMCW, and in the period from 10 September 2010 to 01 February 2011 a director of the British company New Power Systems Limited, which owned SMCW from 2005 to 2012.
